Abstract: William E. Towell enjoyed a productive and distinguished career as a forester and conservationist, notably as director of Missouri Conservation Commission, executive vice president of the American Forestry Association, and director of numerous conservation organization boards. Towell also served as a part-time employee for the U.S. Forest Service and later private forestry consultant for a number of government agencies and professional organizations.
The collection includes records kept by Bill Towell, a professional forester affiliated with many important forestry and conservation organizations. The record group contains both the personal and professional correspondence of Mr. Towell; copies of speeches and papers given by numerous individuals; news releases; newspaper and journal articles; and a variety of printed materials on a number of diverse subjects. Biographical Note
William E. Towell enjoyed a productive and distinguished career as a forester and conservationist, notably as director of Missouri Conservation Commission, executive vice president of the American Forestry Association, and director of numerous conservation organization boards. Towell also served as a part-time employee for the U.S. Forest Service and later private forestry consultant for a number of government agencies and professional organizations.
William Earnest Towell was born June 11, 1916 in St. James, Missouri. Mr. Towell attended Drury College in Springfield and the University of Missouri before receiving in 1938 both a Bachelor of Science in Forestry and a Master of Science in Silviculture from the University of Michigan. He began his professional career in 1938 with the Missouri Department of Conservation as District Forester of Sullivan, Missouri. In 1940, he married Virginia Ruth Dotter, with whom he had two children, Jane and Linda.
Towell slowly advanced his career with the Missouri Department of Conservation, becoming its director in 1957. In 1967, he resigned his directorship to become the Executive Vice President of the American Forestry Association (AFA), a post he held until 1979. Towell retired in January of 1979, becoming a private forestry consultant. As a consultant, he worked with the National Association of State Foresters (NASF) and the U. S. Forest Service to organize a series of regional conferences, the purpose of which was to gather input from timberland owners in order to create a national policy on nonindustrial private forest lands. In 1981, he returned to the work force, accepting the position of Executive Vice President of the Society of American Foresters (SAF). He held this position for two years before serving as President of SAF for one year. He returned to semi-retirement in 1984, but he continued to serve on numerous committees and advisory boards at local, regional, and national levels.
Widely respected in his field, Towell has been honored by several high awards. In 1976, he was named "Conservationist of the Year" by the National Wildlife Federation. In 1978, NASF awarded him the Lifetime Achievement Award, SAF awarded him the Sir William Schlich Memorial Medal, and the University of Michigan Natural Resources Alumni Society awarded him the first Distinguished Service Award. William Towell is listed in Who's Who in America and Leaders in American National Wildlife Federation.

Collection Arrangement
The records are divided into six subgroups, each subgroup representing a specific group of organizational records. Boxes one and two contain records of the subgroup entitled AFA (the American Forestry Association). Boxes three and four contain records of the subgroup entitled SAF (the Society of American Foresters). Box five contains records of the subgroup entitled NASF (the National Association of State Foresters). Box six contains records of the subgroups BLM (the Bureau of Land Management) and NOAA (the National Oceanic and Atmospheric Administration). The final box contains miscellaneous records representing a number of different organizations; thus, box seven contains records of the subgroup entitled Miscellaneous.
Within each box, records are arranged in reverse chronological order in every file folder.

1. American Forestry Association, 1941-1987.
The American Forestry Association (AFA) was founded in 1875 as an independent, national conservation organization for the advancement of wise natural resources management practices. Bill Towell served as Executive Vice President of AFA from 1967 to 1979.
Includes chiefly records (or copies of records) Mr. Towell created or received while employed by the American Forestry Association. The first two files, "Personal Correspondence" and "Speeches and Papers," contain primarily biographical information about Bill Towell.

The National Association of State Foresters (NASF) is an organization that works closely with the United States Forest Service and other national forestry organization to promote legislative programs at the state and federal level. The association focuses on state and national adoption of reforestation policies and forestry management practices.
Includes records generated, received, or collected by William E. Towell while working in the late 1970s as a consultant for the U. S. Forest Service and National Association of State Foresters (NASF), sponsors of several regional conferences and one national conference concerning nonindustrial private forests. The federal Resources Planning Act of 1974 called for the submission of a five-year planning program for the management of private timberlands by 1980. Bill Towell was to coordinate the NIPF conferences in order to gather input from owners of private forest lands across the nation so as to create a national policy for their administration, as per the requirements of the RPA.

4. Bureau of Land Management, 1957-1987.
The Bureau of Land Management (BLM) is an agency of the United States Department of the Interior. Its primary responsibility has been the management of public lands, and generally it has adapted the Forest Service's multiple-use principle to public lands.
Includes records collected, generated, or received by William E. Towell while serving on the advisory board of the BLM's Wild Horse and Burro Program in the mid-1980s.

- Wild Horse and Burro Program
- Includes materials related to the Bureau of Land Management's Wild Horse and Burro Program, a program by wild horses and burros roaming the public lands were rounded up and sold to individuals having the proper facilities to care for the animals. The justification for removing the wild, free-roaming animals from the range was that there existed a severe overpopulation problem, thus many needed to be removed from the environment. Environmentalists and humane societies became concerned after the program was implemented that the BLM was rounding up too many of the wild animals, that there were not enough adequate facilities to hold them, and that sometimes the treatment of the animals did not appear humane.

5. National Oceanic and Atmospheric Administration, 1983-1987.
The National Oceanic and Atmospheric Administration (NOAA) is an agency of the United States Department of Commerce. In the mid-1980s the NOAA sponsored a study to examine the effectiveness of the NOAA's implementation of the Magnuson Fishery Conservation and Management Act, which was passed in an effort to improve marine fisheries management. Bill Towell was a study panel member who worked with a number of peers who were experts in their respective fields. Mr. Towell represented Conservation interests while serving on the panel.
Includes records kept by Towell during his association with the Fishery Management Study.
