Descriptive Summary

Abstract: Marion Clawson (1905-1998) was a leading agricultural economist, government official, and senior fellow with the Resources for the Future.

The collection contains Clawson’s own files, largely related to his research and writing. Included are papers emanating from the research, writing, and publication process of his book, chapter, article publications; unpublished papers; manuscript reviews by Clawson; correspondence and materials related to papers presented at conferences and workshops; teaching notes and syllabi; economic advisory reports about Israel’s natural resources; as well as writings resulting from his other consulting and advising endeavors. Also included are statements that Clawson made before the United States House of Representatives and Senate committee hearings, files from his tenure as Acting President and Vice President of Resources for the Future, paperwork regarding two of his awards, and biographical material that includes two family histories written by Clawson. Bound volumes of Clawson’s published work (1927-1968) include his M.S. thesis (1929) and Ph.D. dissertation (1945).

Biographical Note

Marion Clawson (1905-1998) was a leading agricultural economist, government official, and senior fellow with the Resources for the Future.

Robert Marion Clawson (known as Marion Clawson throughout his life) was born in Elko, Nevada, to William Ennes and Agnes Clawson, on August 10, 1905. Marion’s father was a miner and rancher, and during Clawson’s childhood, the family of four (Marion’s younger brother, William, was born in 1907) lived in various towns in northern Nevada. He attended high school in Elko, and graduated in 1922 asvaledictorian of his class. Clawsonreceived both a B.S. in Agriculture in 1926, and a M.S. in Agricultural Economics in 1929, from the University of Nevada at Reno. He later earned a Ph.D. in Economics from Harvard University in 1943.

After graduating from college, Clawson worked for the University of Nevada’s Agricultural Experiment Station in Reno, where he studied the economics of Nevada farmoperation. While pursuing this job, Clawson also took classes, wrote histhesis, and earned his Master’s in Agricultural Economics. From 1929-1946, Clawson worked for the United States Department of Agriculture in the Bureau of Agricultural Economics, Division of Farm Management and Costs. During this period, Clawson became a recognized figure in agricultural economics through his positions as research coordinator of the USDA and the Department of the Interior Bureau of Reclamation’s studies of the Columbia Basin Joint Investigations (Spokane, Washington) in 1940, and of the Central Valley Project Studies (Berkeley, California) in 1942.

In 1947, Clawson was appointed as the Regional Administrator for California and Nevada of the Department of the Interior’s Bureau of Land Management. The next year, Clawson became the Bureau’s second director, and he served in this position until 1953. His tenure brought reorganization and strength of purpose to the fledgling Bureau.

Clawson journeyed to Pakistan in 1950 for the United Nations. From 1953 to 1955, the American firm of Gass-Bell and Associates employed Clawson as an economic advisor in Israel to advise on land, water, agriculture, and colonization. Clawson continued to consult and attend conferences overseas after 1955, traveling to Venezeula (1959), Chile (1960), and India (1961). In 1955, Clawson joined Resources for the Future, Inc., a nonprofit research organization in Washington, D.C., specifically concerned with studying environmental and natural resource issues. While at RFF, he served in several capacities, including Director of Land Use and Management Studies, Director of Land and Water Studies, Vice President, Acting President, and Consultant. A prolific writer, Clawsonmultiplied his publications of articles and books while at RFF, exploring suchtopics as public lands, land use, and outdoor recreation. He retired in 1976, but continued at RFF as a consultant and Senior Fellow Emeritus (appointed in 1981). Additionally, Clawson served as a consultant to the Rockefeller and Ford Foundations, as well as the United Nations.

In the 1970s, Clawson was honored as guest lecturer at the University of California, Berkeley (Regent’s Professor, 1976 winter term), the University of Washingtonin Seattle (the Walker-Ames Distinguished Professor) and as Visiting Professor at Duke University in Durham, NC (1977-1981).

In 1931, Clawson married Clara Partridge, and they had two children, Robert and Nancy. Marion and Clara divorced in 1947, and shortly thereafter, Clawson and Mary Montgomery married and had two children, Daniel and Patrick. In 1973, they divorced, and Clawson then married Nora McGirr Roots who preceded him in death in 1989. Marion Clawson died on April 12, 1998, in Washington, D.C., and was survived by his children, and grandchildren.

Includes notes, outlines, correspondence, source materials, review drafts, and review comments for six of Clawson’s later publications: Decision-Making in Timber Production, Harvest, and Marketing (1977); New Deal Planning: The National Resources Planning Board (1981); The Federal Lands Revisited (1983); Shelter in America: Costs, Supply Constraints, and the Role of Forests (1985). This subseries also contains edited manuscripts for two books that Clawson edited with Benjamin C. Dysart III: Managing Public Lands in the Public Interest (1988) and Public Interest in the Use of Private Lands (1989).

Of particular interest in this subseries are Robert W. Hartley’s files regarding his work with the National Resource Planning Board, a federal agency established in 1933 to study American’s natural resources. Clawson obtained these personal files from Hartley’s widow, after his death, so that he could use them as source material for his book about the NRPB. These files contain the oldest material in the collection, and the manuscript materials complement the official records of the organization held by the National Archives. Guides to the National Archives collectionare also included in this subseries, as Clawson consulted these official records himself for his writing.

This subseries does not include research and draft materials for the rest of Clawson’s books. Most of his books, however, are held by the Forest History Society’s Library.
