Biographical Note

William E. Shands (1934-1994) was a consultant in natural resources conservation and a leading expert in federal forestry policy. Shands was a Senior Fellow with the Conservation Foundation, a Senior Associate of the Pinchot Institute for Conservation, and the Vice-President of the Institute for Forest Analysis, Planning, and Policy.

He was educated at San Jose University and the University of Virginia, where he received his master's degree in planning. He worked for five years as an administrative assistant to Congressman James O'Hara, after which he joined the Conservation Foundation and the World Wildlife Fund as a Senior Associate. From 1985 to 1986 he was a staff member of the President's Commission on Americans Outdoors. He was a member and eventually vice president of the Institute for Forest Analysis, Planning, and Policy, and was a fellow of the Pinchot Institute for Conservation.

Shands was an adjunct professor at the University of Virginia from 1991 to 1993 and was an active member of the Society of American Foresters.

He co-authored The Lands Nobody Wanted (1977) with Robert Healy, and was a key leader behind the Duluth Manifesto. He also published many journal articles on forestry policy.

Detailed Description of the Collection

1. Series I: Conservation Foundation, 1979-1993.

This series documents Shands' work on affiliated projects under the auspices of the Conservation Foundation, including the Forest Service Leadership Development workshops, Forest Service Transition publications, Land Use Policy and Implementation plans, RPA, and the Timber Sales Program.

Subseries A. Forest Service Leadership Development, 1990-1993.

While working with the Conservation Foundation, Shands launched what became an influential series of Forest Service leadership development workshops that he took to Forest Service regional offices around the country. These workshops hoped to facilitate the development of new approaches to stakeholder involvement and community-based decision processes in the wake of the "forest planning wars." This was well-received by the Forest Service, and was cut short by his untimely death in 1994. Items include correspondence, memos, meeting minutes, training material, consultant agreements, papers, related articles and clippings, and other files related to the workshops, the public involvement initiative, leadership manuscript, and general leadership research.

    Forum on National Forest Planning, 1989-1991

    • During 1989 and 1990, The Conservation Foundation and Purdue University conducted a Forum on National Forest Planning as part of a year-long critique by the Forest Service of the national forest planning process. The Forum involved several workshops around the country which included participants from a broad range of forest interest groups. The Forum contributed significantly to the recommendations of the Conservation Foundation/Purdue report entitled, National Forest Planning: Searching for a Common Vision. Files include correspondence, notes, reports, publications, workshop participant lists and other material.
Subseries D: RPA, 1987-1990.

Under a cooperative agreement, the Conservation Foundation conducted a study of the linkages: in law, regulation, and practice - between the RPA Program and national forest land and resources management plans. The foundation was asked to prepare a brief paper on linkages for the draft RPA program, as well as a longer analysis for submission to the Forest Service. Shands was part of the group working on this study. This series holds articles and papers, forest plans, RPA materials from the Forest Service, correspondence, and working drafts of the study papers.

Subseries E: Timber Sales Program, 1980-1992.

This subseries contains materials relating to a research paper written by William Shands and Thomas E. Waddell concerning the Forest Service's Timber Sales Program and the below-cost timber sales controversy. Below-cost timber sales - sales where the federal government makes less from the sale than it cost to build access roads and sell the timber - emerged as a controversy in national forest management as the nation's economy came under stress in the late 1970s. In 1986, the Forest Service asked The Conservation Foundation to look at the below-cost timber sales controversy in the broad context of national forest policy and management. In their research report (1988), Shands and Waddell reviewed the historical background that established the context for the below-sales controversy, explored perceptions of below-cost sales held by forest policy interests and aspects contributing to these sales, and discussed potential initiatives to address the issue in a larger social and managerial context. Materials consist of reports, correspondence, memos, papers, budget information and cost studies, clippings and articles, and various other research files used for the report.

2. Series II: The Pinchot Institute for Conservation, 1990-1994.

The Pinchot Institute for Conservation files hold general correspondence, operating plans, directives for the Grey Towers site, institute historical files, and other material from Shands' time as a senior associate at the institute. The bulk of the material dates from 1990 to 1993. There is material from a conflict at the Mt. Shasta National Park involving access and infrastructure problems at the mountain. Through the auspices of the Pinchot Institute, Shands helped facilitate an agreement between the Forest Service and local organizations such as the Save Mount Shasta Citizen's Group. Through the Pinchot Institute, Shands consulted on the Forest Service's transition paper: "USDA Forest Service: Meeting Society's Changing Needs."

    • The Lands Nobody Wanted - Eastern National Forests History, 1991.
      • As senior associates at The Conservation Foundation, William Shands and Robert Healy wrote the research report entitled, The Lands Nobody Wanted, published in 1977. This report focused on the fifty eastern national forests in the United States, tracing their history from the time of federal acquisition to modern day use. In 1991, Shands revisited this topic in a paper entitled, The Lands Nobody Wanted: The Legacy of the Eastern National Forests, which he prepared for the National Forest System centennial symposium convened by the Forest History Society. This paper was later republished as a Pinchot Institute Monograph. The materials in this box document Shands' research concerning the history of the eastern national forests for the creation of this paper in 1991. Items include correspondence, reports, papers, clippings, drafts of the paper, notes, memos, and other research files.

      • New Perspectives was a 1989 initiative by the U.S. Forest Service which stressed ecosystem management and sustainability and aimed to place timber management in line with other forest values including biodiversity, water quality, and recreation. As a member of the Pinchot Institute, Shands took part in a 1993 conference in which Forest Service leaders opened the agency's fundamental mission and purposes to review and examination. The "New Perspectives" conference contributed to a culture change within the Forest Service, promoting ecological restoration of damaged natural systems as one of the agency's primary purposes and goals. The New Perspectives files hold ecosystem management files from various parks and regions of the forest service, correspondence, project reports, notes, and conference material documenting Shands' work with the Pinchot Institute on reviewing this project.

4. Series IV: Americans Outdoors: The President's Commission, 1986-1987.

Shands was the Associate Director for Research for the President's Commission on Americans Outdoors from 1985 to 1986. The Commission was charged with reviewing public and private outdoor recreation opportunities, policies, and programs, and making recommendations to ensure the future availability of outdoor recreation for the American people. The Commission produced and published working papers, a formal report, and a volume of case studies. This box contains the commission's working papers, case studies and literature review as well as miscellaneous reports, papers, clippings, and correspondence.

    • The objective of the Duluth Manifesto was to "articulate and champion principles to assure the vitality of forests to help sustain the global environment and economy."
